The state’s effort to fine a University City nursing home $123,000 has been rejected by a state appeals court. The court says the fine cannot be collected because the nursing home fixed problems found by state inspectors in a timely manner. The state had tried to fine the nursing home after two residents died of heat-related causes two summers ago. The division of aging says air conditioning was not working in that unit when those two people died.
