A Raytown grandmother has come forward as one of the two winners of the $28 million dollar Powerball jackpot drawing from September 23rd. Roberta Best is going to take the lump sum payout, which will be about $7 million dollars before taxes. Best says she has immediately retired from her job. She and her husband plan to put much of the money into a college fund for their ten grandchildren.
