Gas prices have spiked, again, in Missouri and across the country, as yet another Gulf of Mexico hurricane blows ashore in oil-rich and gasoline-producing areas. Ron Leone represents gas station and convenience store operators in Missouri. He says more than 93 percent of the cost of a gallon of gasoline is determined before it even arrives at the pump. Leone realizes with the increased costs come the increased chances people will drive off without paying. He says his members can do some things to minimize that, such as requiring pre-pay of gasoline during certain times of the day or at certain locations at risk.
