Attorney General Jay Nixon is considering whether to appeal a ruling that throws out the death penalty against a man convicted of raping and killing two sisters. Federal District Judge Catherine Perry says Reginald Clemons’ death penalty is invalid because a half-dozen jurors were improperly excluded from taking part. The jurors said they had reservations about capital punishment. Clemons is one of four men charged with raping and killing sisters Robin and Julie Kerry, who were thrown off a St. Louis bridge into the Mississippi River.
