The Missouri Senate has given initial approval to a revised bill that would change how certain disputes involving the Missouri State High School Activities Association are appealed.
The bill is sponsored by Missouri Sen. Jason Bean, R-Holcomb, and no longer calls for broad state oversight of MSHSAA. Instead, it would create a state-run appeals commission to serve as a final step in specific cases.
Under the proposal, the Interscholastic Athletic Oversight Commission would hear appeals only after all existing MSHSAA appeal options have been exhausted. Bean said the commission would provide clarity and a final decision point for schools and families who believe the ruling was incorrect.
“The governor will appoint the commission, and basically once you have gone through the appeal process — from the field of play, through MSHSAA’s appeals board and through their board — you can appeal to this commission, which will have the final say,” Bean said.
The commission would operate under the Missouri Department of Elementary and Secondary Education and would apply only to the 22 activities currently governed by MSHSAA.
The bill has changed significantly since it was first introduced. Bean initially proposed placing MSHSAA under a governor-appointed oversight board with broader authority. That version has since been scaled back.
The revised measure removes language that would have allowed the commission to hire or fire an executive director. Instead, the commission’s authority would be limited to hearing appeals related to student transfer eligibility determinations made for athletic purposes, as well as appeals involving contests and contest procedures.
Bean said the revised approach strikes a balance by preserving MSHSAA’s structure while adding a limited, external appeals process.
The Missouri Senate has given the bill initial approval. Further debate and a final Senate vote are still required before it can advance to the Missouri House.
