A group of Missouri House members wants to create a public registry of repeat domestic violence offenders.

One of the bills, HB 3012, is sponsored by Rep. Ann Kelley, R-Lamar, who said the tool is desperately needed in communities to protect against the escalating dangers posed by habitual domestic abusers.

“The harrowing case of Adriana Horton, a 12-year-old girl from Golden City, Missouri, is a stark reminder of the consequences of inadequate measures to protect our children,” said Kelly. “Adriana was a victim. She suffered unimaginable fate of abduction, sexual assault, and murder at the hands of her abuser, who is also a habitual domestic violence abuser.”

Another proposal, HB 2997, comes from Rep. Raychel Proudie, D- St. Louis County, who said her bill would require anyone with more than one domestic abuse conviction to register with the state — giving communities a clearer way to identify habitual offenders.

“This is not about retribution, shame, or embarrassment, but like I said this morning, if that’s what these individuals feel when placed on this registry, that is an appropriate feeling for them to have, because treating individuals like this is shameful,” said Proudie.

Democratic Representative Tiffany Price, who represents the Kansas City area is a domestic violence survivor herself, Price she is also sponsoring legislation to establish a statewide registry for persistent domestic violence offenders.

“Locally, Kansas City had 19 domestic violence homicides last year.,” said Price. “These numbers show the urgent need for preventative measures. Bill 3058 is that step. It ensures warning signs are taken seriously, survivors are supported, and systems provide timely protection.”
