Missouri House Speaker Pro Tem Chad Perkins, R-Bowling Green, is pushing a bill, that would create a new Missouri Motor Vehicle Commission to handle motor‑vehicle licensing and oversight.

Perkins told Missourinet that this was actually the idea of the Missouri Auto Dealers Association.

“Doctors hand out discipline for their doctors in Missouri, right?” asked Perkins. “Tattoo artists are governed by other tattoo artists, right? So, if you look at the Car Dealers Association, they wanted to do the same thing.”

Perkins said plenty of industries in Missouri already police their own professions.

“Are there bad players out there selling cars in the state of Missouri?” asked Perkins. “Sure. Who wants them out more than anyone else? Those good players, right? The folks that are doing the job well want to weed out the bad actors in the industry.”

The bill would create a new commission to take over licensing and enforcement from the Department of Revenue.

The governor would appoint the members with Senate approval, and Perkins told Missourinet that the Department of Revenue is one of the biggest supporters of the plan.

“The investigation oftentimes will go through the department of complaints that might take place, and then the discipline handed down by the commission,” said Perkins. “The department already has people who investigate these things, and the department director was incredibly supportive of it, but ultimately those licenses get handed out through the commission.”

If approved Perkins’ bill would put a nine‑member commission, mostly made up of licensed dealers plus one public member—in charge of duties that now sit with the Department of Revenue.
