The use of artificial intelligence is on the rise and a Missouri lawmaker wants to regulate the technology use. The machine-based technology could provide adaptive, human-like responses to users and could meet a user’s social needs.

Rep. Scott Miller, R-St. Charles, is proposing to ban companies from giving children access to some AI chatbots as companions. Miller wants to ban people who run a website, app, software, or a program from allowing children to access companion chatbots for recreational, relational, or companion purposes.

Under House Bill 1742, they would be required to verify the age of their users.

Another bill he is proposing would ban AI systems being recognized as a person, spouse, partner, or an executive. They could not be legally capable of owning or controlling property, including intellectual, financial, and digital assets.

December 1 is when state lawmakers could begin prefiling bills for the next legislative session. Hundreds of bills have already been pre-filed.

The new session begins January 7 in Jefferson City.
