Two Pemiscot County Jail inmates, who escaped nearly three weeks ago, have been captured in New Orleans. 41-year-old Joseph Latamondeer has been arrested by U.S. Marshalls at a homeless shelter in New Orleans. U.S. Marshalls also arrested Joshua William Carter on Saturday without incident after a person matching his description was reported at a building in New Orleans.

Latamondeer and Carter will be extradited back to southeast Missouri’s Caruthersville in the near future, according to Sheriff Tommy Greenwell. Two Pemiscot County deputies and an investigator with the Missouri State Highway Patrol’s Division of Drug and Crime Control will travel to New Orleans and interview the escapees.

Carter, who faces additional charges, was being held in the Pemiscot County Jail pending a court appearance for a charge of two counts of first-degree murder, for running down his estranged wife Heather Carter and Aaron Campbell of Kennett last year.

Latamondeer was being held in the Pemiscot County Jail pending a court appearance for several charges, including first-degree domestic assault, resisting arrest and theft.
