Top Stories: A new study finds the police department in Kansas City is top heavy with managers compared to other similar-sized and bigger cities and should get more officers on the street.  And a portion of I-55 in Jefferson County has been renamed for a Festus native who died after saving a fellow swimmer in New York last year.
