The FBI is offering a reward of up to $5000 for information that leads to the arrest of a fugitive in a kidnapping conspiracy.

Ortega Mitchell, AKA “Munk Milano,” and two other people have been indicted for in September, 2015, conspiring to kidnap and hold a man from the state of California for ransom.

The federal indictment says Mitchell purchased plane tickets and convinced the victim to fly from San Diego to St. Louis to conduct a drug deal.

Once he arrived in St. Louis, the victim was taken to two different houses over several days and was threatened, robbed, and held for ransom. The FBI believes one of those houses is in the 600 block of Jefferson Street in Venice, Illinois. The victim was eventually released in St. Louis without a ransom payment having been made.

FBI Supervisory Special Agent Dan Netemyer said Mitchell should be considered dangerous, and members of the public should not approach him but should call the FBI or local law enforcement if they see him.

“Just the nature of the offense for which he was charged would cause us to believe it’s a little bit of a concern,” said Netemeyer. “Someone probably knows him. Someone probably knows where he’s been or can at least provide us with some clues as far as where he’s been hiding out or what he’s been doing since this incident last fall.”

Mitchell’s last known address is in Venice, Illinois. He has associates in St. Louis and relatives in Edwardsville and East St. Louis, Illinois, but Netemeyer says he could be anywhere. He said the FBI has exhausted its leads on his location.

“We really don’t have any information as to whether or not he’s fled the area and it’s just as possible he could be hiding out somewhere here or has fled to another part of the country, or another country,” said Netemeyer.

Netemeyer said the victim was “relatively” unharmed but shaken up when he was released. He has returned to California and hopeful Mitchell will be located by law enforcement.
