A judge says a Jackson County man’s actions “have damaged” his daughter, when sentencing the man to seven years in prison for keeping the girl in a basement.
Timothy Phillips pleaded guilty in April to endangering the welfare of a child.
The Kansas City Star reports Phillips allegedly made his daughter sleep in a cold basement in spite of two upstairs bedrooms she could have used, and forced her to go outside rather than use the home’s bathrooms, among other abuses.
The girl is now in foster care.
