The Department of Natural Resources has denied a Gallatin Company’s wastewater permit that would have let it start slaughtering horses.  The Department says the appropriations  bill adopted by Congress earlier this year bars the USDA from inspecting horse processing facilities. DNR says any further evaluation of the Rains Natural Meats application is therefore “unwarranted” .

The letter to the company from DNR says Rains can process non-horse  species for which it already had DNR clean wastewater certification.  .

Rains can appeal the department’s decision to the state Administrative Hearing Commission within thirty days
