The Platte County Prosecutor says Missouri law will not allow him to prosecute a Kansas man who drowned a cat in Lake Waukomis.

Thomas Newhouse put the cat in an animal carrier and held it underwater after it had bitten and scratched his fiancée. He was seen by a neighbor and two children drowning the animal.

The incident led to a public outcry for Newhouse to be prosecuted, but the prosecutor says Missouri’s animal abuse law does not prohibit an owner or the owner’s agent from killing an animal.
