KC police find teenager handcuffed, cold, hungry in parents’ basement

Kansas City police are investigating a case in which a 17-year-old boy says his father and stepmother kept him handcuffed and starving in their basement since last fall.

Police and a social worker found the teenager Monday handcuffed to a steel pole. The report says the boy was cold and “very thin.”

He reportedly told police he’d been locked up since being removed from school last September, and that he’d been fed only oatmeal, Ramen noodles and bologna sandwiches.

No reason for punishment was included in the report.
