A State Appeals court says the city of Kansas City is not protected from a lawsuit by sovereign immunity. The court ruling allows parents of a ten-year old boy who drowned in a drainage ditch to continue their suit against the city. The parents of nine-year old Christoper Dill say the city had poorly designed and maintained the drainage ditch into which the boy had fallen. Storm water rushing throught he ditch pulled him under and trapped him at the opening of a drainage tube.
