A Kansas City municipal judge has filed a complaint with the state human rights commission accusing the city, the city manager, and the administrator of the municipal court system of discrimination.

Judge Elena Franco says the city launched an investigation into her residency last year as retaliation for her opposition to a restructuring of the city prosecutor’s office. She was suspended, but says the retaliation is continuing since her return.

The Kansas City Star, which got a copy of her complaint, says such complaints are often precursors to lawsuits.
