Attorney General Chris Koster will appeal the court ruling throwing out the MOSIRA law — a law passed last year designed to fund scientific business startups. He says he doesn’t want to see important job-creating legislation thrown out. A circuit judge has ruled the law unconstitutional because the legislature added a contingency clause that said it would not go into effect unless another bill was passed. The bill failed to get a final vote in last fall’s session.
