The Missouri Science and Innovation Reinvestment Law passed by the legislature last fall has been called unconstitutional by a Jefferson City circuit judge. The law intended to encourage scientific research development,  was passed last September.  But part of the bill required passage of another bill and the signifying of it into law known as the China Hub which did not get through the special session. Judge Dan Green says that provision violates the governor’s power to veto legislation. He says it also violates the constitutional requirement that bills contain only one subject. An appeal is expected..
