A second Normandy policeman has resigned after being charged with a felony. Officer Richard Cooper is accused of submitting a fake vehicle title application to avoid paying a higher sales tax. Another officer resigned two weeks ago after being accused of using a city credit card to put $600 worth of gas into his family vehicles.
