Two petitions seeking to legalize marijuana have been okayed by the secretary of state for statewide circulation. Backers want to put the issue on next year’s ballot. One of the petitions would enact a state law allowing people 21 and older to have marijuana, would release nonviolent prisoners doing time for marijuana crimes. It also lets the legislature tax marijuana at $100 a pound. 

The other petition would put those provisions in the state constitution, not just on the law books.
