Police say a man accused of hitting and killing a pedestrian last January was drunk and going about 60 miles an hour in a 30 mile-an-hour zone at the time. The manslaughter charge against Emanuel Smith of St. Louis had a blood-alcohol level more than double the legal limit when his car hit two fences and a pole before hitting a man walking on the sidewalk.
