House Budget Chairman Ryan Silvey says he’s disappointed that Governor Nixon didn’t include disaster funding in the call for special session this week. He says in an effort to change that, he’s filed two bills to address that issue.

The first takes 150 million from the Rainy Day Fund for disaster recovery, the second sets up an oversight committee to monitor the process.

Silvey’s bills are unconstitutional until the Governor includes disaster spending in the call for special session. Silvey says he asked the Governor to talk with him about the bills, but he got no response. He also says the way the Governor is currently trying to pay for recovery, through withholds, is unconstitutional. He says next year he doesn’t think the budget will allow the Governor as much flexibility as this year.
