KC judge’s cases divvied out during residency dispute

All of the cases of Kansas City municipal judge Elena Franco have been assigned to other judges while questions about her residency are resolved.

The city charter requires municipal judges to live in the city. Franco has been on the bench for six years. She says her home is within the city limits and she is registered to vote there, although her husband lives in a rural part of Platte County that is not part of the city.
