Springfield’s City Utilities officials say compliance with new environmental regulations could cost its consumers $200 million dollars in the next few years. The Environmental Protection Agency has not issued new rules yet. But city utilities officials expect new regulations on ozone, and sulfur and nitrogen dioxide emissions within five years.
