Lawsuit challenging limit on city earnings taxes

A lawsuit is challenging the voter-enacted limit on city earnings taxes. The suit filed on behalf of four Kansas City residents says the constitutional amendment approved by a wide margin last November has no effect on Kansas City because the city charter there takes precedence. 

The amendment requires voters in Kansas City and St. Louis to vote every five years on whether to retain the earnings tax in those cities. It also says no other city can consider enacting such a tax.
