Columbia has a new city ordinance governing the care and feeding of the estimated 30,000 feral cats in the city. The new ordinance says anybody who feeds or harbors wild domestic cats must spay and neuter all of the cats in the colony, trap them and test them every year for certain illnesses, have all of them vaccinated for rabies, and take all steps to remove kittens from the colonies after they’ve been weaned and put them in homes or in foster care.
