The former principal owner of a Sugar Creek bank seized by federal regulators in 2009 is fighting efforts to ban him from the banking business.

The government also wants Lawrence Dodge to pay $2.5 million in civil penalties. Regulators claim Dodge was involved in four transactions that led American Sterling Bank to overstate its capital strength.

Three other bank officers already have agreed to bans. One has agreed to pay a $50,000 penalty.
