A study for the Public Service Commission suggests consumers could save more than $5 billion in utility bills in the next decade if they just replaced old appliances with new ones that are more energy efficient, fixed up drafty houses, and took some other steps.
The PSC is providing incentives to utilities to promote energy efficiency.
