Cape Giradeau officials are treating the vandalism at a private home as a hate crime. Two charges have been filed against a man accused of spray-painting profanities and intimidating graffiti on the home and on a car belonging to the family living there. Police say the vandalism happened after people living in the house called police about a loud party in another house nearby.
