Youth faces manslaughter charge in death of friend

The Buchanan County prosecutor says a 17-year-old youth was “reckless” is fatally shooting a friend. A manslaughter charge has been filed against Paul A. Tracy whose friend Dakota Neil died after being shot in the eye earlier this month.

Court records say Tracy had been using drugs before the shooting and thought the gun was unloaded.
