Kansas City Congressman Emanuel Cleaver will lead the black caucus when Congress begins its 112th session in January. Cleaver, a Democrat, says he challenges of the caucus will be greater because elections have shrunk their number to 24. Cleaver will start his fourth term in the House in January.
