A federal indictment accuses former Jackson County Executive Katheryn Shields and her husband of mortgage fraud. The indictment has been issued less than a week after Shields left office. She has been planning to run for mayor of Kansas City. Nine other people also are charged. Shields and her husband, Phil Cardarella, deny wrongdoing. He says he asked to appear before the grand jury but was denied the opportunity.
