The state department of higher education has a new boss. Associate Commissioner Robert Stein moves up to the top job tomorrow. He’s been with the department almost 20 years and has headed its academic affairs unit since 1995. He replaces Gregory Fitch, who resigned as Higher Education Commissioner in June to take a similar job in Alabama.
