A blue-ribbon panel is expected to recommend later today that the State Board of Education take management of the St. Louis School District away from the school board. The panel is led by former Washington University chancellor William Danforth and St. Louis civil rights lawyer Frankie Freeman. The committee is to vote on the recommendation today. It will go to the State Board of Education next month. The state board picked the five members of the committee last summer to examine conditions and recommend changes. The special committee is recommending the state board appoint a three-person governing committee to run the schools for at least six years.
