Francis Howell School District high schoolers have to undergo drug tests. Now the district’s middle-schoolers will be offered the option. The district in September began a mandatory drug testing policy for nearly all its high school students. It now is offering a voluntary program for middle school students. There are more than 4,000 middle school students in the Francis Howell district in St. Charles County. School officials expect 700 of them to take part.
