When cities ban fireworks sales, those who sell fireworks simply set up just outside the city limits. The O’Fallon City Council is fighting back. The council wants to annex a strip mall just outside town that is popular with fireworks stands. The mall is surrounded by the city, but sits on an unincorporated area of St. Charles County. It doesn’t pay taxes to the city and isn’t subject to its laws, just as banning fireworks and fireworks sales. One councilmember notes that the city doesn’t make any tax dollars off the stands, but has to put up with the burdens that come with fireworks sales. As he puts it, it’s a lose-lose situation.
