The city of Neosho has refused to pay a St. Louis architectural firm $45,000 for its work on renovation of the city’s municipal auditorium. The city manager says the reason is simple – the company has never signed a contract with the city. The company has sent the city invoices for four months of work. The city council approved hiring the company in February, but the committee that recommended the company be hired says it never had authority to negotiate a contract.
