Organizers of a weekend party in Kansas City where two people were shot to death and nine others were wounded did not have a proper permit for the event. The person in charge of issuing those permits says the organizers needed either a liquor license or a catering license as well as a dance hall license. But she says they had none of them.The party organizer says he got a city business license, but did not know he needed the other ones. Police think a fistfight in the parking lot turned into a shootout. Investigators have made no arrests.
