The State Democratic Party has been fined $20,000 by the Federal Election Commission for violating federal campaign finance restrictions during the 2002 election. The FEC says Democrats received $188,000 in excessive donations that year and failed to report transfers into their nonfederal account. A party spokesman blames the problem on shoddy record keeping that has been changed.
