A lawsuit is being considered by the sponsor of the two proposed constitutional amendments thrown off the ballot by Secretary of State Robin Carnahan. Patrick Tuohey of Kansas City, the head of Missourians in Charge, says he plans to sue Carnahan, claiming the Secretary of State used a technicality to keep the issues off the November ballot. Carnahan has ruled the group failed to meet state guidelines in submitting petitions for initiatives on eminent domain and government spending.
