The State Senate has used a rare parliamentary tool to cut off debate and force a vote on the photo ID voting bill. Senator Delbert Scott of Lowry City, the sponsor, took to the floor at around 1:30 this morning, and put forward his motion to “move the previous question,” which ended debate and forced an up or down vote. The vote to move the previous question was approved – along party lines – and the vote on the photo ID bill, itself, was also approved on a party line vote. The legislation requires photo identification of anyone voting or registering to vote. This final version of the bill goes to the House today, on the final day of the legislative session. The bill is expected to easily pass and be sent to the Governor.
