It could come down to a definition as to whether a popular economic development tool undergoes change this year. The House has unanimously approved changes to Tax Increment Financing – or TIF – laws. The bill by Representative Bob Johnson of Lee’s Summit sets out criteria for a project to meet to be considered blighted. He says the recommendations came from nearly a year of committee work and public hearings. Johnson says the Senate has been resistent to defining blight, and if Senators don’t relent, there likely won’t be any changes to the TIF laws.
