A sharp disagreement on when Missourians would have to have photo ID cards has stalled an election reform bill in the Senate. Democrats have blocked a vote on the bill, saying Republicans want to push through a bill that would be effective for the November election – and that wouldn’t be enough time for tens of thousands of Missourians to get the cards. Sponsor Delbert Scott of Lowry City says the bill provides plenty of options, including free ID cards for those who don’t have driver’s licenses and who cannot afford to pay for the cards. Democrats say there isn’t enough time to properly publicize the new law if it becomes effective in late August – when most legislation goes into effect.
