State Auditor Claire McCaskill is not happy with the proliferation of transportation development districts around the state. Those are entities that can be set by private developers to charge sales taxes at a store or shopping center to pay for infrastructure around that development. She says these private boards don’t have to get voter approval to implement the tax, and the public is usually not aware it is paying the tax. McCaskill says there’s a lot of tax dollars at stake – about $800-Million. McCaskill wants the Legislature to take another look at the laws governing these districts. She believes a governmental oversight mechanism needs to be set up and possibly signs in stores charging these taxes. She does add that most of these TDDs are doing good for their communities.
