A second night of a Democratic filibuster in the Senate over a bill dealing with project labor agreements in construction projects ends with what’s being called a memorandum of understanding. Senate Majority Leader Charlie Shields of St. Joseph says an agreement has been reached on restricting a requirement that a union contract be in place … in exchange for agreement on enforcing penalties for violations of prevailing wages. The deal was struck just after midnight. Senators expect to fine tune the wording of this memorandum of understanding and perhaps vote on it later today.
