Missouri Attorney General Jay Nixon is working on a short timetable to try to stop the U.S. Army Corps of Engineers from conducting a manmade Spring rise on the Missouri River in March and May. Nixon says the Corps has less than a month now to file an environmental statement that would have to show the flood would not hurt farmers and businesses in this state. And he says that will make it close to time for litigation. Nixon says since the Spring rises would be happening this Spring, it makes the case very ripe, and he believes that actually increases the chances of a judge ruling in his favor.
