Medicaid reform has become an immediate flashpoint in this year’s legislative session. Republicans say they’re leading a reform effort. Democrats say all the Republicans are doing is cutting the program. Democrat Senator Patrick Dougherty of St. Louis says the Republican-led legislature did not carefully analyze what is and is not good public policy last year. He says it just cut the budget. But Senate leader Michael Gibbons, a Republican, says reform is on track. He says he’s frustrated that democrats are just saying “no.”
