Governor Matt Blunt has ordered the Natural Resources Department to shut down a plant in Carthage that processes poultry waste and makes it into oil. The Renewable Environmental Solutions plant has been hit with half a dozen citations this year for violating state clean air laws. Citizens in Carthage say the place stinks. The Natural Resources Department has been told to take all legal steps to close the plant until it complies with state clean air laws. The plant processes the residue from the turkey processing plant in Carthage, and produces 100 to 200 barrels of oil per day.
