Evangelist Larry Rice knows he’s violating a city ordinance in Springfield, but he says he doesn’t want people freezing to death. So, his free store is offering a back room with mattresses on the floor where people can sleep. Rice says that will turn his store into a homless shelter and that will violate a city ordinance that forbids two shelters from being within 2,000 feet of each other. He plans to open his store from 9 o’clock at night until 7 o’clock in the morning.
